5449d10a62 Add Config System instead of hardcoding values 
Config is read from `$XDG_CONFIG_DIRECTORY/ibis/config.toml`
falling back to `~/.config/ibis/config.toml` if `$XDG_CONFIG_DIRECTORY`
is not set.
